Salary Range: USD $100,000 - $130,000 (Base Pay Range)

Role Summary

We are looking for an experienced Project Manager to lead government liaison efforts for utility-scale and distributed solar energy projects in Texas. This role will play a key part in supporting site expansion, facility development, and construction activities by coordinating closely with government agencies to ensure full regulatory compliance, timely permitting, and positive engagement with local stakeholders.

Primary Responsibilities

  • Act as the primary liaison between the company and local, county, and state government agencies throughout the solar project development and construction lifecycle.
  • Manage all permitting and regulatory approval processes related to land use, construction, grid interconnection, environmental compliance, and tax incentives.
  • Monitor and interpret local and state regulatory frameworks that impact solar facility development, including Texas PUC, TCEQ, county zoning, and building codes.
  • Coordinate inspections, hearings, and compliance submissions with local jurisdictions and authorities having jurisdiction (AHJs).
  • Collaborate cross-functionally with engineering, legal, construction, environmental, and community relations teams to align government-related milestones with project schedules.
  • Support the application and management of Chapter 313 (or its successor programs), property tax abatements, or renewable energy incentives.
  • Represent the company in public meetings, utility coordination sessions, and stakeholder engagements.
  • Build long-term relationships with regulators, permitting authorities, and community leaders.

Qualifications & Experience

  • Bachelor's degree in Engineering, Public Policy, Environmental Science, Construction Management, or related field.
  • Minimum 5 years of experience in project development or construction support with a focus on government/regulatory engagement.
  • Solid understanding of the regulatory environment for energy infrastructure in Texas, especially solar/renewables.
  • Experience securing and managing permits (e.g., building, environmental, interconnection) for capital or infrastructure projects.
  • Strong interpersonal, communication, and negotiation skills.
  • Ability to travel within Texas to project sites and government offices.
  • Familiarity with ERCOT processes, TCEQ regulations, and county/city-level development practices.
  • Knowledge of federal programs (e.g., ITC, IRA incentives) and state/local tax benefit structures is a plus.
