Warehouse and Materials Manager
The Role
The Warehouse and Materials Manager is responsible for the safe, efficient, and compliant operation of the site warehouse and materials management processes within our clients Chemical Plant. This includes overseeing inventory control, procurement support, receiving, material issuing, and spare parts management. The role ensures maintenance and operations have timely access to materials, tools, and consumables needed to sustain plant reliability and performance, with all activities managed through Fluke eMaint CMMS and integrated procurement systems.
Technical Scope: Warehousing and Materials Management
Key Systems and Materials Covered
- Maintenance Repair and Operations (MRO) spare parts: bearings, seals, gaskets, belts, filters, lubricants.
- Instrumentation and electrical components: transmitters, relays, fuses, sensors, cable, consumables.
- Process analyzer consumables: filters, calibration gases, sampling tubing, probes.
- Rotating equipment rebuild kits and OEM components.
- Welding supplies and pipefitting consumables.
- Acid service PPE and specialized tools (e.g., acid gloves, suits, neutralization kits).
- Critical spare parts for pumps, compressors, exchangers, and SIS actuators.
- Valves, actuators, and instrument valves with traceability requirements.
- Bulk hardware, fasteners, gaskets, and pipe fittings by spec and rating.
- Emergency materials and contractor staging materials for outages/turnarounds.
Responsibilities
Safety, Regulatory, and Environmental Compliance
- Ensure all warehouse operations comply with OSHA, DOT, NFPA, and site-specific safety procedures.
- Implement and maintain safety protocols for handling, labeling, and storing hazardous materials.
- Conduct regular safety audits, inspections, and lead toolbox talks with warehouse staff.
- Ensure availability and proper use of PPE and safe operation of forklifts, pallet jacks, and lifting devices.
- Support environmental compliance through correct handling and disposal of obsolete or hazardous inventory.
Inventory and Materials Management
- Oversee receipt, storage, issuance, and tracking of all spare parts, consumables, and warehouse materials.
- Maintain accurate stock levels and conduct regular cycle counts and full inventory audits.
- Ensure appropriate storage conditions, bin labeling, and segregation of materials based on hazard class or criticality.
- Develop and maintain min/max levels, reorder points, and safety stock for all plant-critical items.
- Coordinate inventory staging for planned maintenance, projects, and turnarounds.
CMMS and Systems Integration – Fluke eMaint
- Ensure all materials are catalogued, issued, and received using Fluke eMaint CMMS or integrated ERP systems.
- Maintain accurate material master records, part specifications, vendors, and lead times in the CMMS.
- Train warehouse personnel and maintenance technicians on proper inventory transactions and usage tracking.
- Track materials usage trends and analyze data to recommend changes in stocking strategies or supplier performance.
- Collaborate with Planning and Procurement teams to align materials strategy with maintenance job plans.
Turnaround and Project Support
- Lead material readiness planning for outages, shutdowns, and capital projects.
- Coordinate receiving, staging, and issuing of project materials, ensuring QA/QC and traceability requirements are met.
- Work with contractors and engineers to manage material availability and returns during execution windows.
- Provide regular reporting on materials KPIs such as turnover, issue accuracy, and variance reconciliation.
- Support rapid mobilization and demobilization of vendor materials and tools for short-duration events.
Team Leadership and Contractor Oversight
- Supervise warehouse staff and contractors, providing training, performance management, and day-to-day leadership.
- Establish expectations for housekeeping, organization, and accountability in all warehouse areas.
- Ensure compliance with site policies for working hours, access control, and contractor material handling.
- Develop and mentor staff on warehousing best practices, materials control, and customer service to internal departments.
- Provide coverage planning and cross-training to ensure operational continuity during absences or outages.
Procurement and Vendor Collaboration
- Work closely with the Procurement team to ensure timely material deliveries, vendor performance, and resolution of delivery issues.
- Track backorders, material delays, and long-lead items to proactively mitigate potential downtime risks.
- Maintain strong relationships with preferred vendors and support local sourcing of low-risk items when necessary.
- Participate in supplier reviews and cost-saving initiatives, especially for high-turn or high-value materials.
- Support procurement documentation requirements such as packing slip verification, goods receipt logging, and MOC material traceability.
Continuous Improvement and KPI Tracking
- Identify and implement improvements to warehouse layout, storage systems, and material flow processes.
- Develop KPIs for warehouse performance, inventory accuracy, and order fulfillment rates.
- Analyze transaction data and audit findings to improve accuracy and reduce waste or duplication.
- Support sustainability goals through optimized packaging, recycling, and waste minimization.
- Benchmark site materials practices against industry best practices and propose innovations accordingly.
Qualifications and Experience
Required:
- 8+ years of experience in materials management, warehouse operations, or supply chain within a refining or chemical manufacturing environment.
- Strong knowledge of inventory control systems, CMMS platforms (Fluke eMaint preferred), and warehouse safety protocols.
- Demonstrated ability to lead teams and coordinate with procurement, maintenance, and operations departments.
- Experience managing critical spare parts, technical components, and hazardous materials with regulatory compliance.
Preferred:
- Bachelor’s degree in Supply Chain, Industrial Management, or related technical field.
- Certifications such as APICS CPIM, OSHA 30, or Six Sigma Green Belt.
- Experience with ERP system integration and MRO vendor contracts.
- Familiarity with turnaround logistics, QA material traceability, and just-in-time delivery strategies.
Performance Indicators
- Inventory Accuracy : >98% accuracy based on cycle count and physical audit results.
- Stock-Out Rate : <1% for critical spare parts and MRO components.
- Fulfillment Time : Average material request-to-issue time within 2 hours for stocked items.
- Turnaround Readiness : 100% of scoped materials available and staged by T-minus 30 days.
- Warehouse Safety : Zero recordable incidents, 100% completion of safety training and inspections.
